Mueller said in his report that he wasn’t allowed to prosecute Trump, but specifically said Trump wasn’t innocent of obstruction, and laid out multiple cases where he had committed the crime and directly said it was the duty of the legislature to impeach people who do what Trump did.
When he was asked in Congressional testimony if he’d have brought charges if Trump weren’t the sitting President, he said “Yes.”
