What the fuck are you talking about? This is almost, technically true, except that the arrests were politically motivated by corrupt authoritarian governments, and it’s not even technically true either, as neither the Center for Civil Liberties (2022) nor Nihon Hidankyo (2024) have any criminal background. The last few winners are (interpreting “few” as “four” to be generous):
2022:
Ales Bialiatski (Belarusian human rights activist who’s technically a “criminal” in the sense he was a prisoner of conscience by Belarus’ corrupt government who whipped up fraudulent charges of “tax evasion”)
Memorial (a Russian human rights org dedicated to studying human rights violations under Joseph Stalin; liquidated under Putin’s corrupt government via the repressive foreign agent law designed to stifle criticism)
Center for Civil Liberties (a Ukrainian human rights org that documented political persecution in Crimea and Russian war crimes)
2023: Narges Mohammadi (a human rights activist who’s been imprisoned multiple times by the IRGC for checks notes advocating for human rights within Iran’s backwards, oppressive regime)
2024: Nihon Hidankyo (Japanese lobbying organization dedicated to nuclear disarmament; truly a criminal organization)
2025: María Corina Machado (arrested by dictator Nicolás Maduro’s corrupt government in 2014 using forged emails to accuse her of a murder plot, then subject to an attempted arrest in 2025 after she went into then came out of hiding following Maduro’s falsification of the election results).
