Leak it. Then, you can check the leak vs. the files when they are eventually leaked. VIOLA

I’m guessing he knew that anything incriminating against Trump would be written off as a witch hunt. So him releasing it would have been a waste. Now that Trump has refused to release them, if there is anything incriminating, I believe it would be taken much more seriously.
