It is indeed a tax on Americans, but there is far more nuance to the scheme, and Democrats have been implementing policies to achieve the same, just not so publicized. A post-Trump Democratic leader won´t reverse most of Trump Policies and trade restrictions. Think of Iran-Obama agreement (JCPOA) =, Obama never intended it to be pursue, Then Trump cancelled, then Biden never instituted it back and his administration even told Europeans stop finding a way to bypass US bans on Iran… I really see Europeans really see how the US operates.
Again, the intention here is to use this against EU for leverage in what US elite really cares about, US tech and military supremacy in Europe (that, of course, it is not only for sales, but pure control of EU intelligence apparatus and EU data (EU Data Privacy Laws: GDPR is just laughable for any data hosted in services like AWS, like anyone is monitoring encrypted data flowing back and forward across the Atlantic.
Also, a portion of European export companies will simply go bankrupt, and what is worse, investment in Europe will dry up since US is a safer bet than a market that gets hit constantly by the US at will.

Also, until Donvict came along, the supposed stance of “principled conservatives” (yeah, lol) was to be against protectionism. The fact that they are mum or even supportive of tariffs now demonstrates yet another example of a plank of “conservatism” that they never really cared about.
