I can see that sh.itjust.works has a conservative community like lemm.ee and lemmy.world does; but I’m not able to access it from lemmy.ml via federation. Does this mean that Lemmy now capable of federating at a community level?

Yeah pretty much. About a year ago, a lemmy.ml admin “removed” community [email protected] for bigotry, which essentially defederated it.
now i wonder why entire instances have been defederated instead of only the communities they don’t like.
For one example, exploding-heads.com was a haven for fascists, and we won’t have them in our communities.
Some defederate from .ml because it’s full of tankies.
