The people Massie grouped together do not all stand in the same legal position, which is another reason his floor label requires careful attribution. Wexner, for example, had a long financial relationship with Epstein and testified to the House Oversight Committee in February. He denied knowing about or participating in Epstein’s criminal activity and said Epstein had deceived him. Reuters reported that Wexner has not been charged with Epstein related wrongdoing.

Leon Black likewise told a congressional panel that he had no involvement in or knowledge of Epstein’s crimes. Black paid Epstein large sums for tax and estate planning work and has faced scrutiny over their relationship; he has denied allegations of abuse and criminal involvement. A House panel subpoenaed him in June after disputes over questions concerning nondisclosure agreements.

Jes Staley, a former JPMorgan executive and former Barclays chief executive, has also faced extensive scrutiny over his Epstein ties. Reuters reported in August that Staley acknowledged sharing confidential and market sensitive bank information with Epstein but maintained that he did not know about Epstein’s criminal activity. Those facts are significant, but they are not the same as a criminal conviction for participating in Epstein’s trafficking.

Andrew Mountbatten Windsor has denied wrongdoing related to Epstein and settled Virginia Giuffre’s 2022 civil lawsuit without admitting liability. British police arrested him in February 2026 on suspicion of misconduct in public office; Reuters reported in May that the inquiry was expected to be lengthy and could encompass alleged sexual impropriety. Recent reporting still described him as under investigation. None of that establishes Massie’s U.S. accusation as a proven criminal finding.
