The house can stop it, but that seems unlikely. It had a better chance of block in Senate.
It’s going to be close, they barely passed it the first time. The speaker really didn’t want the senate to make changes and they did. It passed the senate in a tie, so the house really can’t change anything, which could be a problem for marginal supporters and hardliners.
