I think it’s much simpler than that. They like the idea of a very powerful president because a powerful presidency is the only way to get unpopular conservative positions enacted. But they also really don’t want things going to full-on dictatorship. Why? Because in a full dictatorship, the court is just as powerless as the legislature.
