Because without physical games there is no secondhand market. If the only place you can buy PlayStation games is Sony’s digital only store, they have no incentive to lower prices and can revoke access whenever they want.
Sony will delete digital purchases from customer devices and not compensate the customers. Other companies have done it, but Sony seems to do it more often than anyone.
