You are a presidential term too late. In this term he doesn’t have to distract anybody, because he knows he can do whatever he wants without any repercussions. He doesn’t do distractions anymore.
Russia wants access to the arctic and both Canada and Greenland are in the way of that. Trump “makes Canada the 51st state” and uses military force to capture Greenland and Russia gets access.
I think Russia wants access to the Atlantic more than the Arctic. Greenland and Nova Scotia are listening posts for Russian vessels exiting the Arctic into the Atlantic.
