In germamy its the same. For 2022 there were 262.600 homeless vs. 1.900.000 empty apartments
Hard to find actual numbers for empty flats but homelessnes has risen to over 500.000 in 2025. If empty flats would not be used solely for trading and are leaved empty to fuel the rents, there would be no need for anyone to sleep on the streets.
Homelessness is intended in capitalism. People have to fear it.

As long as there are strong lobbys (which is part of capitalism) we cant change that. These initiatives and alike make you think you can but you cant.
Ive been saying this since I was what, 6 years old, riding around seeing tons and tons of empty buildings like huh, we should fucking utilize what we have.
What about, and hear me out. Give incentives to investors to turn buildings we already have into luxury flats.
“Build more luxury flats” isn’t actually a bad answer either, since any increase in supply (even luxury) applies downward pressure on the price of the existing stock. They should do both.
Specialization of development says no. But it’s been saying that repeatedly and no one seems to get it.
